Texas House Bill aims to enhance emergency response communications

On March 12, 2025, Jeremy Mazur, Director of Infrastructure and Natural Resources Policy for Texas 2036, presented testimony to the House Committee on State Affairs in support of House Bill 13. The bill is designed to improve communication among first responders during extreme weather events.

Mazur highlighted findings from a study conducted by Texas 2036 with the Office of the State Climatologist. The study predicts that Texas will face longer wildfire seasons and increased susceptibility to wildfires across larger areas of the state. These projections underscore the need for enhanced emergency response capabilities.

The committee's report on the Panhandle Wildfires identified "ineffective communication in wildfire prevention and response" as a significant issue. Antiquated and incompatible communication equipment was found to hinder emergency responses at both state and local levels.

House Bill 13 seeks to address these challenges by mandating a statewide strategic plan for interoperable emergency communication equipment and infrastructure. It also proposes a grant program to help local governments acquire effective communications tools.

Mazur emphasized that improving communication standards is crucial not only for future wildfire responses but also for managing other extreme weather events such as floods, hurricanes, and severe storms.
