Rep. Terri Leo Wilson announced she is co-authoring House Bill 3, a universal school choice program and the introduction of a property tax relief package by the House. The announcement was made in a press release on Feb. 27. 

According to the Texas House, 76 votes have been secured for House Bill 3, which aims to establish a universal school choice program, positioning the bill for passage this legislative session. Additionally, the House introduced a property tax relief package through House Bills 8 and 9.

House Bill 8 proposes a 3.31 cent increase in across-the-board rate compression, bringing the total to 10.11 cents by the end of the biennium. According to the press release, HB 9 and HJR 1 aim to raise the personal property tax exemption for businesses from $2,500 to $250,000, making it the second-largest exemption of its kind in the nation.

"House Bill 3 represents a transformational step forward in ensuring every Texas family has the freedom to choose the best education for their children. Parents, not bureaucracies, should have the ultimate say in their child’s education. I am proud to co-author this legislation, which prioritizes students, empowers families, and strengthens our education system for future generations," said Rep. Leo Wilson.

Wilson represents House District 23 in Texas, covering Chambers and part of Galveston counties. A former educator with degrees from Texas A&M University Commerce, she was previously a member of the State Board of Education. As a legislator, she ranks among the most conservative members and has passed more legislation than average. She is active in grassroots political work and has received multiple awards for her contributions to education and conservative causes. Wilson serves on the Juvenile Justice & Family Issues and Pensions, Investments & Financial Services committees.
