Speaker of the Texas House, Dustin Burrows, announced his support for a new property tax relief package, including House Bill 8 (HB 8) and House Bill 9 (HB 9), aimed at providing tax relief to Texas homeowners and business owners. The announcement was made in a press release on February 24, 2025.
According to the press release, HB 8 focuses on rate compression by providing an additional reduction of 3.31 cents and raising total compression to 10.11 cents by the end of the biennium. This measure is intended to deliver immediate tax relief. HB 9, along with House Joint Resolution 1 (HJR 1), proposes increasing the personal property tax exemption for businesses from $2,500 to $250,000, which is expected to significantly benefit small businesses in Texas.
The proposed measures also include a $700 million fund designed to support the increase in exemptions for businesses. If HB 9 is approved, HJR 1 will enable this exemption increase through a constitutional amendment that will be placed on the November ballot for voter approval.

"This session, the Texas House is taking action to reduce Texans' property tax burden and keep our state the best in the nation for starting and growing a business," said Burrows. He added that raising the personal property tax exemption by nearly 10,000% would be a monumental win for Texas businesses, allowing business owners to reinvest in their companies' growth alongside potential savings from reduced property tax rates statewide. Burrows expressed appreciation for Chairman Meyer for filing these proposals and looked forward to collaborating with Senate colleagues to deliver this relief.
