CTLC announces support for state regulator standards

The Coalition of Texas Lottery Couriers (CTLC) has announced its support for state regulatory standards aimed at ensuring transparency and accountability among all lottery couriers. This announcement was made through a press release.

According to the Sunset Advisory Commission, proposed regulatory measures for lottery couriers in Texas include limiting bulk purchases, implementing licensing and registration processes, regulating ticket order payments, delivery, and retention, and establishing restrictions on courier-retailer relationships. Additional recommendations focus on background checks for operators, geolocation requirements, age verification, responsible gaming measures, data collection, regulatory fees, insurance, inspections, audits, and reporting obligations.

"For years, millions of Texans have trusted our platforms to legally and conveniently order lottery tickets," the CTLC said in a press release. The organization highlighted that this trust has resulted in "tens of millions in customer winnings and hundreds of millions of incremental revenue generated for Texas veterans and education programs." On behalf of their customers—many of whom are elderly or disabled—the CTLC expressed support for "the implementation of enforceable regulatory standards" to allow continued use of lottery courier services with confidence.

Lottery couriers in Texas provide a service that allows verified adults to order state lottery tickets through digital platforms. These orders are fulfilled at licensed retailers. The service is particularly beneficial for those who have difficulty visiting stores due to age or living in rural areas. Couriers employ age- and geo-verification methods and are iCap certified for responsible play. In fiscal year 2023, couriers accounted for 14% of Texas Lottery draw game sales, supporting the Texas Foundation School Fund and Texas Veterans Commission.

The CTLC works to inform Texans about lottery courier operations while advocating for state licensing requirements that ensure high operational standards across all couriers in Texas. Members of the coalition include some of the largest courier companies in the state such as Jackpocket.com, Jackpot.com, and Lotto.com. These companies emphasize customer security, compliance with state law, and responsible play.
