Sen. Huffman announces bail reform package

Senator Joan Huffman has announced the filing of a comprehensive bail reform package following Governor Greg Abbott's designation of bail reform as an emergency item. The announcement was made in a press release on February 3, 2025.

According to the press release, Senate Bill 9 proposes several changes to the current bail system. It shifts initial bond-setting for high-risk defendants to an elected presiding judge, expands offenses ineligible for personal bonds, increases transparency in bail organizations, mandates judicial appearances for felony bonds, and allows prosecutors to appeal insufficient bail. Senate Joint Resolution 17 would enable judges to deny bail to violent offenders deemed a public safety threat.

Huffman also introduced Senate Joint Resolution 49, which would require denying bail to illegal aliens accused of felonies. Senate Bill 1047 aims to enhance the Public Safety Report System by flagging high-risk defendants, ensuring repeat offenders see the same judge, and improving victim notification. Additionally, Senate Bill 1048 seeks to ban taxpayer funds from supporting nonprofits that post bail and allows residents to challenge violations.

"I want to thank Governor Abbott for recognizing bail reform as an emergency item—because it truly is a public safety crisis that must be immediately addressed across our state," said Huffman according to the press release. She expressed frustration with "violent, repeat offenders being released into our communities by judges that are more concerned about their own political agenda than the safety and security of law-abiding Texans." Huffman anticipates that the Texas Senate will advance these reforms expeditiously due to their focus on public safety.

Senator Huffman began her public service career in 1981 and later earned a law degree from South Texas College of Law while working at the Harris County District Attorney’s Office. She served as a prosecutor handling major cases before becoming a judge. Elected to the Texas Senate in 2008, she has been re-elected five times and currently chairs the Senate Committee on Finance. Huffman represents multiple counties, including parts of Harris and Fort Bend.
