Today, the Texas Senate Education Committee advanced Senate Bill 569 (SB 569) with unanimous bipartisan support. Senator Paul Bettencourt (R-Houston) is leading the effort to expand access to virtual and hybrid education for students across Texas. The bill was passed out of committee with an 11-0 vote, chaired by Chairman Creighton.

SB 569 introduces Chapter 30B to the Education Code, aiming to unify policies for virtual and hybrid instruction while repealing existing fragmented laws. Senator Bettencourt commented on the evolving nature of student learning: "The way Texas students learn is evolving, and SB 569 guarantees that our education system adapts to meet those changing needs." He emphasized the bill's role in empowering students, parents, and teachers.

During a Senate Education hearing, Chairman Gore from the Commission on Virtual Education highlighted the importance of passing SB 569: “It was the right time to pass Virtual Ed in 2023 and now in 2025, its overdue to win this for all students.” Former Senator Larry Taylor supported this view by saying that virtual education is not just a future prospect but a current reality.

SB 569 seeks to modernize digital learning in Texas by addressing demands for flexible learning options. Senator Bettencourt concluded by stating that "Customized learning options to meet unique needs is a good thing for all Texas kids and families.” Currently, there are over fifty thousand students enrolled in virtual education programs within the state.
