Texas State Representative David Spiller has introduced two legislative bills, HB 1425 and HB 2116, which aim to enhance the role of faith and moral education in public schools across the state. The announcement was made via a press release on January 27, 2025.

According to the Texas Legislature, House Bill No. 1425 permits Texas public schools to allocate a daily period for prayer and reading religious texts. Participation is voluntary, requiring consent forms from participants. The bill includes guidelines to prevent interference with instructional time and ensures legal protections for schools. Schools are required to vote on adopting this policy by the 2025-2026 school year, with potential implementation starting in September 2025.

House Bill No. 2116 mandates that Texas public elementary and secondary schools display a framed or poster version of the Ten Commandments in each classroom. These displays must meet specific size and legibility criteria. Schools are expected to accept private donations of these posters if they do not already comply with the requirements. This law is set to take effect in the 2025-2026 school year, beginning by September 2025.

"Displaying these principles in every classroom provides students with the opportunity to reflect on core moral values such as integrity, respect, and responsibility—values that are essential for the future of our state and our nation," said Spiller in a press release.

Spiller represents House District 68, covering twelve counties over a 300-mile region in Texas. His legislative priorities include border security, tax reduction advocacy, protection of life rights and the Second Amendment, as well as support for rural schools and hospitals. He also emphasizes improving access to high-speed internet in rural areas and defending property and water rights. Spiller has received several accolades including the Faith & Family Champion designation from Texas Values and the Courageous Conservative Award from the Texas Conservative Coalition.
