Mandy Drogin at TPPF optimistic the legislature will pass Education Savings Accounts

Mandy Drogin, Campaign Director for Next Generation Texas at the Texas Public Policy Foundation (TPPF), expressed her belief that an Education Savings Accounts (ESA) bill will pass in the House this session. While Senate Bill 1, which aims to establish ESAs, is a significant step forward, she urged the House to improve the legislation by extending its reach to more Texan families.

"We need to see how SB1 ends up in the House—The House version needs to be improved by increasing the amount of Texas families able to participate in the program, as well as the administration of the program, especially to respect and protect the religious liberties of our Texas families.", said Mandy Drogin.

Drogin has garnered recognition among education reform advocates in Texas due to her impressive track record in managing grassroots initiatives, marketing endeavors, election campaigns and legislative efforts. She dedicated almost eight years of her career to work with American Federation for Children before joining TPPF. In her tenure as State Director over three years, she made significant contributions towards advancing education reform in Texas.

Drogin appreciates SB1's achievement of passing through Senate. "We think it’s a huge first step for establishing universal ESAs for children.", said Drogin. The Lieutenant Governor shared that SB1 provides eligible students an $8,000 ESA per year. This funding can be used towards private school tuition or fees, purchase of textbooks and educational materials, uniform costs and even expenses related to academic assessments and transportation services.

Rural districts' House members' unwillingness towards ESAs was a concern addressed by Drogin. However she suggested that rural Texans show support for ESAs based on polls. "ESAs give parents and students the option to get your career started right away without accumulating debilitating debt.", said Drogin explaining that funds from an ESA could be used for specialized tutoring or career training which could enhance workforce skills after school hours.

Governor Abbott has publicly committed to passing school legislation and even threatened to call another special session if no such legislation is passed. Drogin hopes that an ESA bill will pass, especially since Abbott promised to secure the necessary votes for it. "Texas children are the future of our state. We have an obligation to ensure every child can learn in a school that best suits their needs.", said Governor Abbott in Oct.
