Rep. Brad Buckley has announced his support for Senate Bill 2, which includes the introduction of Education Savings Accounts (ESAs), describing it as a significant advancement in expanding educational options for Texas families. The announcement was made on April 18, 2025, and shared on the social media platform X.
Senate Bill 2 aims to establish an ESA program in Texas, overseen by the state comptroller. According to the Texas Legislature, this initiative is intended to provide families with additional educational choices by allocating funds for approved education-related expenses. Eligibility is determined based on public school enrollment criteria, with priority given to low-income students and children with disabilities. Parents are required to apply through certified educational assistance organizations that facilitate the application and payment processes.

The bill specifies how the ESA program will be funded, managed, and promoted, including establishing a dedicated program fund within the state's general revenue. It permits up to five certified organizations to assist in administering the program. If demand surpasses available funds, applications may be subject to a lottery system, and participants must adhere to rules regarding continued eligibility and fund usage.
Buckley serves as a Texas state representative for House District 54, encompassing parts of Bell County and Fort Cavazos. Currently in his fourth term, he chairs both the House Public Education Committee and the House Select Committee on Educational Opportunity and Enrichment while also serving on the House Land and Resource Management Committee. Buckley holds a veterinary degree from Texas A&M University and has operated a veterinary practice in Killeen since 1993. His previous public service includes membership on the Killeen Independent School District (ISD) school board and leadership roles in local economic development and community organizations.
