Texas DPS announces arrests in clean scanning operation

The Texas Department of Public Safety (DPS) is actively tackling fraudulent vehicle inspections, known as "clean scanning," through its Regulatory Services Division (RSD). In a recent enforcement operation in the Houston area, 19 warrants were secured related to such criminal activities.

RSD has been conducting multiple operations at vehicle inspection stations across Texas over the past few months. These efforts have targeted locations suspected of illegal activity. The operations involved personnel from RSD, DPS' Criminal Investigations Division (CID), the Texas Highway Patrol (THP), and the Houston Police Department (HPD), who conducted surveillance and made several arrests.

The latest operation concluded on November 7 in Houston, resulting in five arrests for organized criminal activity associated with clean scanning. Additionally, warrants were issued for 14 more individuals linked to this illicit conduct.

Since February 13, 2023, DPS has secured or served a total of 88 arrest warrants connected to clean scanning throughout Texas as part of its ongoing efforts.
