TCEQ schedules stakeholder meetings for feedback on environmental regulations

The Texas Commission on Environmental Quality (TCEQ) has scheduled stakeholder meetings for November 6, 14, and 20, 2024. These meetings aim to gather informal comments on proposed rulemaking and insights regarding the Environmental Protection Agency's (EPA) proposed model rule. The focus will be on potential impacts on individuals, communities, and regulated entities.

The proposed rulemaking involves adding a new Division 7 to Chapter 113, Subchapter D. This initiative seeks to implement the requirements of the 40 Code of Federal Regulations Part 60, Subpart OOOOc. Known as Rule Project Number 2024-027-113-AI, it addresses various aspects such as applicability, emission standards, monitoring, recordkeeping, testing, and reporting requirements for designated oil and gas facilities. The rules aim to set emission standards or control requirements for greenhouse gases emissions from existing facilities in this sector.

TCEQ is particularly interested in feedback concerning the EPA’s proposed model rule's Remaining Useful Life and Other Factors (RULOF) provisions. They seek technical information on how RULOF might be used to demonstrate alternative standards.

These stakeholder meetings offer an opportunity for community members to learn about the proposed new rule and state plan from TCEQ staff. Participants can provide informal comments before formal rulemaking begins. While TCEQ staff will review all input received during these sessions, they will not formally respond to any informal comments at this stage. A formal public hearing and comment period will follow the stakeholder meetings.

Stakeholder Meeting Locations and Dates:

On November 6, 2024, from 10 a.m.-12 p.m., there will be a hybrid meeting available both in-person at TCEQ – Austin located at 12100 Park 35 Circle Building A, Room 173 Austin, TX 78753 and virtually. English and Spanish recordings of this meeting will be posted online.

Those wishing to attend virtually must register by November 4 by emailing Rules@tceq.texas.gov with their name, affiliation, email address, and phone number. Instructions for participating will be sent out on November 5 to registered attendees. Virtual viewing without participation is also available via Zoom.

An in-person meeting is scheduled for November 14 from 6 p.m.-8 p.m., taking place at Arlington City Council Chambers located at 101 W. Abram Street Arlington, TX.

Another in-person meeting is planned for November 20 from 6 p.m.-8 p.m., with location details yet to be determined in Midland, TX; updates will be provided on the project webpage.
