The Texas Oil & Gas Association (TXOGA), Permian Basin Petroleum Association (PBPA), and the Texas Alliance of Energy Producers (TAEP) praised the Public Utility Commission of Texas’s (PUC) approval of the Permian Basin Reliability Plan in a joint statement.

According to the statement issued on September 26, the three entities hailed the plan "as a critical step in ensuring the long-term energy reliability and economic prosperity of Texas."

The plan focuses on growing concerns over insufficient transmission access in the West Texas portion of the Permian Basin, one of the country’s petroleum-rich areas.

In the release, TXOGA President Todd Staples said that the plan emphasizes Texas’s ongoing commitment towards economic growth, job creation, and energy independence. PBPA President Ben Shepperd praised it as unprecedented.

TAEP President Karr Ingham echoed these sentiments, saying that the plan takes the next step toward full implementation of House Bill (HB) 5066, which is related to electricity service in areas of this state with a need for transmission projects.

State lawmakers passed HB 5066 in 2023 and Governor Greg Abbott signed the legislation into law.

According to a past statement from TXOGA, the PUC adopted a proposed order to develop an electricity reliability plan for the Permian Basin late last year.

TXOGA, PBPA, and TAEP previously released a joint statement expressing support for a workshop held in Midland by the PUC which focused on HB 5066.
