The Texas Oil and Gas Association (TXOGA) has announced that the Texas Public Utility Commission (PUC) has adopted a proposed electricity reliability plan for the Permian Basin. This announcement was made during a workshop held in Midland, which was led by the PUC and included participants from TXOGA, the Permian Basin Petroleum Association (PBPA), and the Texas Alliance of Energy Producers.
According to a press release on TXOGA's website, those present at the workshop discussed House Bill 5066. This bill pertains to the implementation of a transmission and reliability plan for the Permian Basin area.
House Bill 5066 was championed by state Representatives Charlie Geren (R-Texas) and Eddie Morales (D-Texas) in the state House, and Senator Charles Schwertner (R-Texas) in the Senate. The bill was signed into law by Governor Greg Abbott (R-Texas) on June 13, 2023, according to Texas Legislature Online.
In a statement following the workshop, Todd Staples, president of TXOGA said: "We are grateful for the leadership of Commissioner Cobos as well as the support of Chair Jackson and Commissioners McAdams and Glotfelty. TXOGA remains committed to being an active stakeholder in the implementation of this vital plan to ensure the continued success of the Permian Basin in producing the irreplaceable oil and natural gas that make our modern lives possible."
Karr Ingham of the Texas Alliance for Energy Producers addressed these issues at the PUC workshop. According to a Facebook post he stated: "There are enough challenges to growing oil and gas production, from economics and prices to hostile federal regulatory policy. The sheer lack of electricity to power the continued development of Permian Basin resources should not be added to that list."
