Public Utility Commission of Texas to Open Applications for the Texas Energy Fund Completion Bonus Grant Program

Austin, Texas – Starting Wednesday, January 1, 2025, the Public Utility Commission of Texas (PUCT) will begin accepting applications for the Texas Energy Fund (TEF) Completion Bonus Grant Program. This program is designed to provide performance-based grants for projects that aim to build new dispatchable electric generating facilities or add new dispatchable electric generating units to existing facilities serving the Electric Reliability Council of Texas (ERCOT) power region. Eligible projects must contribute a minimum of 100 MW of new dispatchable generation capacity to the ERCOT grid.

To apply for the Completion Bonus Grant, applicants must submit an application through the TEF Portal and also file a separate submission statement on the PUCT Interchange in Project No. 57308.

Applicants can find resources to assist with the application process on the TEF Online website. Additional information regarding eligibility and the application process can be found in PUCT rule 16 TAC §25.511, which was adopted on April 25, 2024.

The Completion Bonus Grant Program is one of four programs established under the Texas Energy Fund (TEF), which was created as part of the Powering Texas Forward Act. Texans voted to establish the TEF through a constitutional election held on November 7, 2023. The TEF provides grants and loans to help fund the construction, modernization, operation, and maintenance of electric facilities both within and outside the ERCOT region.
