The Texas Department of Licensing and Regulation (TDLR) has announced the release of its 2025-2029 Strategic Plan and Supplemental Schedule. These documents are available on the TDLR website.
According to a TDLR press release, the development process for the Strategic Plan and Supplemental Schedule took several months and included input from licensees and other stakeholders. The agency received more than 6,000 comments from the public, which it said were integral to the final versions.
The plan summarizes TDLR’s priorities for the 89th Legislative Session, starting in January 2025. One major priority is to continue seeking funding for its Legacy Systems Replacement Project, an initiative aimed at creating a more efficient licensing system to replace TDLR’s "antiquated and disparate" systems.
Another priority highlighted in the plan is to strengthen laws ensuring that barbering and cosmetology license holders do not perform medical procedures. TDLR emphasizes that there are health risks associated with non-licensed individuals performing such procedures.
The plan also includes an omnibus advisory board clean-up bill intended to change the advisory board language for TDLR-regulated programs that have advisory boards. This legislation would allow TDLR to modify how advisory boards are structured—the number of members, types of members, and their terms—to make them more consistent. Additionally, the plan calls for creating a statutory provision enabling collaboration with the Texas Education Agency on career and technology education programs and developing apprenticeship programs.
TDLR oversees occupations, businesses, facilities, and equipment in Texas. It regulates 38 business and occupational licensing programs with approximately 1 million licensees statewide.
