DEI ban forces the University of Texas at Austin to restructure

Several months after the implementation of Senate Bill 17, which prohibits diversity, equity, and inclusion (DEI) programs in public colleges, the University of Texas at Austin has announced staff layoffs. The university's President, Jay Hartzell, announced a restructuring in an email, stating that it was necessary to comply with SB 17 and to reallocate resources towards teaching and research.

According to Hartzell's communication, the university started assessing its post-SB 17 portfolio on January 1, coinciding with the law's enactment. This evaluation revealed that SB 17 has led to an expansion in the scope of some on-campus programs which has resulted in replication. The additional steps are required to minimize program overlap and enhance the efficiency of student-facing portfolios.

Hartzell stated that one measure to reduce overlap involves terminating programs and activities within the Division of Campus and Community Engagement (DCCE). As a result, the university will dissolve the DCCE due to insufficient activities to warrant its continued existence. Some programs will continue but will be relocated to other divisions such as Disability Services, University Interscholastic League, UT charter schools, and community and volunteer programs.

In his message, Hartzell also indicated that funds previously allocated for DEI on campus before SB 17's implementation would be redirected towards programs supporting teaching and research. This redistribution implies that associate and assistant deans who were engaged in DEI will return to their full-time faculty positions.

"I recognize that strong feelings have surrounded SB 17 from the beginning and will shape many Longhorns’ perceptions of these measures," said Hartzell. "It is important that we respect the perspectives and experiences of our fellow Longhorns as the changes we are announcing today take effect. It is also important that this continues to be a welcoming, supportive community for all."
