Texas State Representatives and candidates promise reform in the State House of Representatives

On Monday, thirteen Texas House members and potential members, including five existing State Representatives and eight candidates signed a letter titled 'Contract With Texas.' 

According to the letter, the signatories want the next Speaker of the House to address the "obstruction, dysfunction, and a lack of fundamental fairness in the application of the House Rules" that they believe occurred during the last legislative.

The letter demands the next Speaker of the House, "at minimum" advance the following list of reforms: 

1. Only solicit support for Speakership from the majority party.

2. End the practice of giving committee chairmanships to members from the minority party. 

3. Give majority party priorities floor votes before minority party bills get a vote. 

4. Replace the current House Parliamentarian. 

5. Limit the Speaker to two terms.

6. Ensure no House committees have a majority of members of the minority party. 

7. End parliamentary abuses.

8. Allow audio/video recording of all House proceedings.

9. Start substantive work as soon as Session begins.

10. Increase transparency and accountability in the Calendars Committee. 

11. Select a Speaker Pro Tempore from the majority party. 

12. Prohibit the distribution of 'political funds' from the Speaker. 

Collectively, according to the letter, these reforms will allow the members to better serve their constituents and improve the "integrity, transparency, and efficiency of the House." 

The letter was signed by current Republican Representatives Brian Harrison, J.M. Lozano, Nate Schatzline, Steve Toth, and Tony Tinderholt. 

Republican Texas State House candidates running in the upcoming general election Janis Holt, Mitch Little, Shelley Luther, Don McLaughlin, Brent Money, Matt Morgan, Mike Olcott and Wes Virdell also signed the letter.

On Tuesday, an additional 10 current candidates for Texas house seats signed the letter. Those included Ben Bius, David Covey, AJ Louderback, Katrina Pierson, Alan Schoolcraft, Helen Kerwin, Keresa Richardson, Andy Hooper, David Lowe, and Cheryl Bean.
