Texas state Rep. Thierry: 'Proud to be a leader in the #txlege raising awareness and passing legislation to extend healthcare coverage postpartum'

Texas State Representative Shawn Thierry has proposed several bills concerning women's health, with one of these proposals, HB 465, filed last legislative session, making it to the Senate floor, but not passing the Senate before the end of the session. Thierry has underscored the importance of tackling maternal mortality and morbidity, highlighting her legislative endeavors to prolong healthcare coverage postpartum.

Thierry's team furnished a roster of bills to the Lone Star Standard, all pertaining to maternal care. Among them is HB 465, "Relating to a pilot program to provide Medicaid coverage of doula services," authored by Thierry herself. This bill proposes a pilot program in Texas that would extend Medicaid coverage for doula services - non-medical support during pregnancy, labor, delivery, and the postpartum period. The program seeks to decrease maternal mortality rates and racial disparities in health outcomes through the provision of doula services. If approved, the Health and Human Services Commission will set eligibility criteria and assess the program's impact annually. A final report is due in 2028 recommending whether to continue, expand or terminate the pilot program. The bill will expire in 2029 if not renewed. HB 465 did pass the House.

According to records from the Texas Legislature, another bill authored by Thierry is HB 852 which revises the composition and terms of service for members of the Texas Maternal Mortality and Morbidity Review Committee. The committee now comprises 23 members appointed by the commissioner including various medical professionals, social service providers, community members and representatives from health programs. Their appointments are staggered over six-year terms with one-third ending on February 1st of each odd-numbered year. This bill was passed by both chambers and signed into law by the Governor on June 12, 2023.

A third piece of legislation co-authored by Thierry was also signed into law: HB 12 "Relating to the duration of services provided under Medicaid to women following a pregnancy." This law extends Medicaid coverage for women post-pregnancy. Medicaid assistance will be available for at least six months after childbirth or involuntary miscarriage, and for an additional 12 months following the end of the pregnancy term, in line with federal regulations.

Thierry's House biography reveals that she is the first and only woman to represent Texas House District 146. A graduate of Howard University and Thurgood Marshall School of Law at Texas Southern University, Thierry boasts 27 years of legal experience as a licensed attorney and principal at Hardwick Law Firm, LLC, where she specializes in public finance. During her fourth term in the Texas Legislature, Thierry will serve as vice-chair of the House Ways and Means Committee and has secured a position on the House Energy Resources Committee. Over her tenure, Thierry has authored more than 80 bills addressing key issues such as school safety, human trafficking, mental health, and maternal care.
